Dr. Minda Huang is a clinical and prescribing medical psychologist (RxP). He is licensed to practice psychology in Hawaii, Maryland, Louisiana, and California, and is licensed to prescribe in Louisiana and at Department of Defense medical facilities. Currently, he serves as an active-duty psychologist stationed in Oahu, Hawaii. Through his part-time private practice, Dr. Huang provides psychotherapy and a range of psychological evaluations to civilian clients. His mission is to offer high-quality, affordable care to all, with a particular focus on underserved populations. He is bilingual in English and Mandarin Chinese, and offers services in both languages.

Out-of-network benefitsIf Dr. Huang is out-of-network with your insurance, you will pay the agreed-upon fee at the end of each month. We will provide you with an invoice (also known as a “superbill”), which you can submit to your insurance company for reimbursement. Typically, you pay the full fee upfront and then receive a percentage back, with the amount varying depending on your insurance plan. To get an accurate understanding of your out-of-network insurance benefits, you can ask your insurance provider the following questions by calling the number on your insurance card: Does your plan include out-of-network benefits? What is your deductible? What is your co-insurance responsibility? How many therapy sessions are covered per year? Is prior authorization required for visits? What is the process for submitting a superbill? If needed, you can ask about the reimbursement for the following CPT/procedure codes: 90791 (psychotherapy intake session); 90837 (60-minute psychotherapy follow-up session); 96130, 96131, 96136, and 96137 (for psychological evaluations)

How much do out-of-network services cost?Evaluations (out-of-network costs) Psychological evaluations are different from regular therapy sessions in terms of cost. Fees for an evaluation vary based on the type and your specific needs, usually ranging from $400 to $1,400. Dr. Huang will give you an estimate before starting the evaluation. Typically, half of the fee is due at the end of the first appointment, with the remaining balance due before the report is completed and sent. Psychotherapy (out-of-network costs) Intake appointment (60 to 90 minutes): $200 Follow-up appointment (60 minutes): $180 Please note that the intake appointment may sometimes go longer than 60 minutes due to the amount of information needed. There are no extra fees for the extended time.

No-show / late cancellation feesPlease provide at least 24 hours notice if you need to cancel or reschedule your appointment. Failure to do so may result in a $75 fee for the missed session.

What types of payment are accepted?All major credit cards and debit cards are accepted. Unfortunately, services like PayPal, Venmo, Zelle, Google Wallet, and Apple Pay do not yet meet the privacy and security standards required for handling your private health information. Due to the nature of virtual health care, Dr. Huang is unable to accept cash or checks.

What if I need an evaluation report completed quickly?An evaluation report typically takes 2–3 weeks to complete. Dr. Huang will make every effort to accommodate urgent requests. However, an additional fee may apply for a faster turnaround or if an atypical timeline is required.

Court and legal feesAs a general policy, Dr. Huang does not provide testimony in custody or other legal matters, except for immigration-related cases conducted by him. However, if Dr. Huang is subpoenaed to testify regarding your treatment, you will be responsible for all associated fees, including time spent traveling and attending court proceedings. Legal consultations, report writing, correspondence, and phone contact related to legal matters are billed at $350 per hour. Full payment is required before the release of any letters or reports for legal purposes. If court testimony is required, the fees are as follows: $350 per hour for court preparation, including attorney consultations, research, and report writing. $350 per hour for court appearances, with a 4-hour minimum ($1,400 retainer due upon receipt of subpoena) within a 40-mile radius. $350 per hour for court appearances, with an 8-hour minimum ($2,800 retainer due upon receipt of subpoena) beyond a 40-mile radius. Mileage billed at the current IRS standard rate. Additional charges for overnight lodging, if necessary.

Right to a Good Faith EstimateYou have the right to a Good Faith Estimate detailing the expected cost of your medical or mental health care. Providers must give this estimate to patients without insurance or not using insurance, covering non-emergency services like psychotherapy. The estimate should include all related costs, such as tests, prescriptions, equipment, and hospital fees, and must be provided in writing at least one business day before your scheduled service. You can request an estimate at any time before booking. If your bill exceeds the estimate by $400 or more, you can dispute it. Be sure to keep a copy of your Good Faith Estimate.
